Nalanda University: A New Birth

Concluding the Nalanda Mentor Group's meeting here, Sen said the group will meet next in New Delhi in August to finalise its report for presenting in December to the East Asia summit.
Nalanda University is being set up as a non-state, non-profit self-governing autonomous institution with the participation of the East Asia summit countries.
Sen said the ambitious project was no one person's brainchild, "it has been more like a relay race".
It was proposed by the state of Bihar and found support from 16 nations, notably Singapore, China and Japan. It will advance the concept of an Asian community by bringing together future generations in a common objective of discovering old relationships and to achieve unity of minds globally.
The varsity will come up 70 km from Patna, next to the site of the original Nalanda University, which flourished over a millennium ago.
While the university's legal, institutional, substantive and academic frameworks needed to be formulated; the mentor group has decided to pursue the interim appointment of a rector or registrar, with an initial appointment period of five years.
The group also welcomed the proposal of the Bihar government to appoint former president A.P.J. Abdul Kalam as a visitor to the university.
The two-day meeting of the mentor group was attended by Lord Meghnad Desai, professor Emeritus, London School of Economics, Sugata Bose from Harvard University, Bihar Planning Commission deputy chairman N.K. Singh and representatives from China, Japan and Singapore.
While the funding aspect of the project would be decided later this year, Sen said the university would have six departments: Buddhist studies, philosophy and comparative religions, historical studies, international relations and peace studies, business management and development studies, languages and literature, and ecology and environmental studies.
On the vision for the Nalanda University, Sen said: "Maintaining and respecting past heritage is important, but we will do it by setting high academic standards and international enrolment, which Nalanda was known for in its time. It had 10,000 students, and that is the number we also target."
Nalanda existed till about 1200 AD when Oxford University was being founded in England and Cambridge University was yet to be born.
Bihar government has already spent about $18 million on acquiring land for the university.

Bihar: Developments Going on in the State
THE IMAGE of India has changed in recent years. It is no longer seen as a country of snake charmers and tight-rope walkers. Nowadays, it is known more for its brain power and young manpower with critical skills imperative for today’s knowledge economy. The perception has changed completely and there is lesser prejudice towards Indians.

The case of the least developed state of India, Bihar, is strikingly similar. It has been associated with everything that is regressive and out of date. But the reality is that it is not as backward as it is portrayed through various media. There are various positives, which are overlooked.

Contrary to popular belief, villages of Bihar are not as bad and backward as it is shown and perceived. Most of the villages of the Mithila region are very developed. As there was comparatively lesser urbanisation, the people used to invest in their villages.Tractors even in remote corners
As a result, villages had everything essential for living. Almost all major villages have their own power distribution system in place. The people were content and happy in their own world. There are several parts of Mithila regions where the crime committed in recent decades have been only some petty thefts. There is absolutely no crime in these regions. People cutting across caste lines are highly educated. Even a labourer ensures that his son or daughter go for private tuition. Congress is equally responsible for keeping Bihar less developed because it had ruled the state after independence till the arrival of Yadav. In spite of having 70 per cent mineral reserves, Bihar was not given its due and those raw materials were used to promote industrialisation of other states. The darkness has become lesser with the arrival of Nitish Kumar. Yadav and Kumar belong to the same strata of caste combination but whereas Kumar is truly educated and highly intelligent, Yadav relies on his antics and laughter skills. After the arrival of Kumar, repair works are being carried out for now and when this will be over, hopefully some developmental activities will be pursued as well.29 April 2008
Mission Accomplished
The 110-pack launch by the Indian Space Research Organistion (ISRO) saw the 230-tonne Polar Satellite launch Vehicle (PSLV-C9) carry the heaviest luggage of 824 kg into the orbit. The payload included an Indian mini satellite and eight foreign nano satellites weighing under 10 kilograms, besides the 700 kilogram Cartosat-2A remote sensing satellite.
This all came after liftoff at 9:20 a.m. local time.At the end of the 52-hour countdown, the PSLV-C9, with a liftoff mass of 230 tonnes, blasted off from the launch pad at the Satish Dhawan Space Centre and soared into the clear sky.
Fourteen minutes after the lift-off in its 13th flight, PSLV injected the satellites into the 635-km polar sun synchronous orbit. This is for the first time that the ISRO has put 10 satellites into the orbit in a single launch.
This is also PSLV's 12th successful flight. It is for the first time in the world that 10 satellites have been launched in a single mission thus setting a world record.
The previous record for most satellites launched in one attempt was
held by a Russian rocket with eight satellites.
The launch was shown on television live by a public broadcaster. ISRO chairman G. Madhavan stated the mission was “perfect.”

Bihar to be soon on IT Map

It ‘s vision statement articulates that by the end of 2012, Bihar becomes one of the top five e-Governed, IT-enabled, e-Literate States in the Country and is regarded as a preferred destination for IT businesses and is a major supplier of skilled IT manpower.
The IT policy goal would be realised by building core IT infrastructure in the State, ushering in e-Governance, providing extensive citizen-centric services, promoting IT education, incentivising IT businesses to set up units in the state, regulating IT services and putting in place institutionalised arrangements for implementation and monitoring of IT activities in the state. The key objectives of the plicy aims at :
IT Infrastructure: To create world class IT infrastructure and connectivity for e-Governance in the state linking its offices from the State HQs down to districts and blocks; to ensure connectivity for panchayati raj institutions; to facilitate setting up of broadband digital networks and encourage National Long Distance Operators (NLDOs) to build robust fibre optic network in the State.
e-Governance: To use e-Governance to implement Government‟s agenda of Good Governence; to improve the internal processes of the government through deployment of Information Technology, administrative reforms, re-engineering and modernization with a view to providing an efficient, responsive, transparent and cost effective Government; to take all necessary steps to gain the maximum advantage under the National e-Governance Plan and the resources available therein for ushering in e-Governance in the State.
Citizen Services: To use IT to bring various services to the people at minimum cost on „anywhere, anytime‟ basis; to bridge the digital divide between urban and rural areas by implementing the scheme of Common Services Centres (CSC) to provide G2C and B2C services to the citizens at their doorstep; to undertake computerisation of government offices to enable them to respond to citizen‟s electronic requests for services and information.
e-Literacy and IT Education: To promote measures for in government offices as well as among the masses;to ensure IT education in schools and colleges; to set up dedicated institutions for IT education in public and private sector;.
IT Industry: To create a favourable climate in the State for investments in the IT, ITES & knowledge-based industries with a view to generating employment, earning income through exports and encouraging eCommerce, thereby significantly increasing the contribution of the IT sector to the State GDP.
Regulatory Issues: To devise appropriate legal and regulatory framework for efficient administration of IT and ITES; to prevent misuse of ICT and protect intellectual property rights, patents & trademarks.
I am sure this will also help in realizing the long cherished dream of our ex-president Abdul Kalaam Azad who laid out the PURA policy for bridging the Urban rural divide and balanced economic growth.

India to launch PSLV-C9


The 50-hour countdown for the launch of the PSLV-C9 from Satish Dhawan Space Centre at Shriharikota began on Saturday.

The countdown for the launch, scheduled at 0923 hrs on April 28, began at 0723 hrs this morning, ISRO sources from Bangalore SAID over telephone.

"The countdown is progressing well and the launch will be as per schedule", the sources said.



The Polar Satellite launch vehicle, PSLV-C9, will carry India's latest remote sensing satellite, CARTOSAT-2A, along with Indian Mini Satellite (IMPS-1) and eight nano-satellites from abroad.
